"well baby care" is medical jargon for the check-ups that are (periodically) given to infants/small children to assure the parents that their children are progressing/developing normally (as opposed to the treatment for some sort of apparent illness).
It's similar in scope and intent to the sort of "scheduled maintenance" that one might get for a new car (in the absence of any perceived problems).
