When a procedure is not completed within this time, it becomes a case of silencio administrativo (administrative silence). This may be interpreted as tacit consent to a request from a member of the public (e.g. for planning permission) or if the procedure was initiated by a government body (e.g. to reclaim tax or impose a fine) it may signify that the matter has effectively been dropped.
