OEA The OEA (“Organización de Estados Americanos” or Organisation of American States) was founded in 1948 to promote peace, economic co-operation and social advancement in the Western hemisphere. It also has a committee on legal matters and for observation of human rights issues. Each of its 35 member states has a vote in its decisions. Its General Secretariat is located in Washington, DC, and some have criticized it for being overly influenced by the United States. It was with US encouragement, for example, that the organization suspended communist Cuba's membership in 1962.
