I would say "estaba ocupado", but, it does depend on the context of the rest of what you would be saying or talking about. But, since you said podia, you most likely would also use estaba as they are both the imperfect preterite.

No podía venir porque estuve ocupado.

I couldn't come because I was busy [at the moment].

I'm not sure why the verbs aren't preterite/preterite, imperfect/imperfect.

No podía venir porque estaba ocupado.
No pude venir porque estuve ocupado.

Is your example similar to this context? I couldn't come (this weekend) because I was busy (when the bus left on Saturday at 4:00 p.m.)

Hopefully, that is an example of a condition that is continuous in the past as I still may not be able to come on Monday while the other was completed in the past.
