Couldn't this just be statement inviting us to examine the balance of the government's efforts against the delinquency which is still existing, implying they are not doing enough.

I know it's incomplete but I thought the verb was "pese" as a command, ie weigh the efforts of the government to control delinquency (and the unfinished part could be "and it's not enough"), hehe
