Segura means safe or sure. I would say that it is probably be his mother's maiden name. Spanish speakers use 2 last names. The first one is the father's and the second one is the mother's.
I agree with Cherry. It sounds like a double barrelled surname.
BTW sometimes they use 4 surnames the double of the father and the double of the mother!
