I looked up the word for loud in a Spanish-English dictionary and it said the word was fuerte. However, I found out that fuerte means strong. I looked up the word fuerte and it gave me the word ruido. Which one of those words would be the best fit, soy fuerte or soy ruidosa to mean I'm loud or talks loudly'

I think Heidita misunderstood what you mean, so just to clarify, "soy fuerte" means "I'm strong," not "I'm loud."

soy fuerte = im strong
hablar fuerte = talk loudly

You should say it as Heidita has suggested. Ruido means noise, so you can't use it here.
