This is a reciprocal form.

"Unir" means to put things together, or marry two people, and it is transitive. If you mean to say to join with other people as a group, the verb becomes intransitive (in English too), and it requires a "se".

If you remove the "se" from the sentence, rather than join "together", the sentence will sound incomplete. It would be like "They have joined... something", but this something that they have joined is not mentioned at all, so it would be wrong. If you say "Los representantes han unido", any native will ask you "Joined.... what'". If you say "Se han unido", they'll know that they just joined as a group.
