No, no. Te quiero is NOT "I want you." Sorry to disappoint you, but it's an extremely common expression that can be used to lovers, parents, children, grandparents, pets, etc.

I questioned him on Te Quiero, about 4 weeks ago. He said it means for him, I want you, not I love you.

My understanding is there are several meanings for Te Quiero. I don't think he loves me, ( yet ;o) I think maybe he is fascinated or infatuated.

Well, in English, "I want you" has only a sexual meaning, which would be more like "te deseo" in Spanish. While "te quiero" does mean "I love you," Spanish speakers tend to use it more loosely than we use its equivalent in English, so his use of this phrase doesn't necessarily mean that he is ready to tie the knot with you. It might be closer to translate it as "Love, (name)" in English, as we do in signing off letters to people we care about.
