I just came across this unanswered question, so perhaps you, the poster, have figured it out by now. If not, it means, more or less, "That's great! Congratulations!" I've also heard it as "That's good, Congratulations"

It is a very upbeat type of expression, used when obviously, something good happened for someone and you want to offer your congrats.
