To mi it means that "he doesn't get to the point". He talks about everthing except the subject in which I'm interested. Don't bother asking him a "yes or no" question: he'll talk your ear off.

This is a good translation, but to me the original has a more colloquial flavor. We would have to make up a corresponding simile in English, but I might say "The story ... has more twists than a telephone cord, but eventually we get to the same place.

We have another sentence meaning the same in my country: tiene mas vueltas que un caracol. Another possibility could be: tiene mas vueltas que una calesita. Both of them refer to an issue or situation having many twists and turns, or being unclear or complicated. Mi hermano tiene mas vueltas que un caracol/una calesita means my brother is a very complicated person.

T ball is baseball for small children. They can't strike out. ordinarilly in beisbol you get 3 swings at the ball, and if you miss three times, that's the end of your "at bat." you're out. T ballers swing until they hit it. can be many turns(attempts)
