"Ir" is the infinitive. It can only be used 'supported' by another verb, such as "Quiero ir" (I want to go)

"Voy" is the present tense form for "I", so "Voy" means "I go". Only the (b) option is correct.

"Voy" is the first person indicative of the infinitive "ir". "Ir" is "to go". As a complete sentence, "a" is incorrect. "B" is correct.
