Yes, it seems to be either a new word or jargon, and seems to mean "to cap," as in to set a maximum.

Segun la persona que la uso. Tiene algo que ver con golpear, dar un punetazo etc.

Sorry for so many posts, but here is a definition of the word in a golf context. This one clearly comes from English, in which we say "to top the ball."

Topear: es hacer un golpe defectuoso que consiste en golpear la bola en su parte superior, haciendo que salga rasa.

Topear:
Golpe con la frente de un ánimal cornudo (Beat with forehead of a horned animal).
Also knows in some places as "topetear".
