"pelao" as such is hard to translate under this context. But here is a term of endearment.
I can't think of a similar sentence in English, perhaps one of the other members could help you on that.
But it definitely a term of endearment on this context. If a lady would say that to me, it would bring a smile to my face!
I see that pelado means child or kid in Colombia and Panama. So your writer could have been saying "I love you, my pretty baby," or something like that. Anyway, it's a positive thing, as Javier said.
