Where are you from and what is your experience where you live?

The big stores are: "Hallmark" and similar stores sell special occasion cards (birthday, etc.), decorative paper for writing letters, and gifts

"Office Depot" type stores sell paper for computers, office supplies, and have fax and copy services

There are a few small, independent stories that carry specialty items, such as scrap book stickers and craft supplies.
