I think all native Spanish speakers can easily understand each other, after some initial "tune up" to each other's slang. Just like Brits, Americans, Canadians, Australians, Indians (who have gone though the formal school system there) can understand each other easily. This is because they have a solid, common foundation. If you learn one region's Spanish well, I am sure you can understand another region's dialect/slang without much extra effort.
