Yes, that's right: foto is an abreviation of fotografía or fotografías (both with "f") and therefore corresponding to the general clue saying "feminine when ending in A and masculine when ending in O." But I'm sure you're aware that this rule has many exceptions like LA mano, EL taxista.

As already mentioned, you need to know the entire word to determine the gender. There are also certain words that can be confusing because one word is really representative of a two-word phrase, so the root word will establish the gender even if it not present, ie: La radio ("la radio difusora") "Difusora" is the root word even though most people say just "radio" but it still must remain feminine).
