I did an internet search for your term "con todo y esto" and I think the results I found, and there were many, left me believing that your phrase means:
- with all this, and/or
- for all of that, and/or
- in spite of that

Here is a quote from a Wikepedia page:

La ciudad de Bogotá tiene cerca de un millón de automóviles privados. Desde hace más de una década existe una medida que regula el número de vehículo que pueden circular según el último número de la placa (Pico y Placa. Con todo y esto, en el presente la ciudad presenta congestión.

As I understand this short paragraph it means, in English, *The city of Bogata has close to a million private automobiles. For more than a decade there has been a measure to regulate the number of vehicles in use based on licence plate numbers (peak & plate). For all of this/with all this/ in spite of this, the city presently presents congestion. (Perhaps more succinctly, "still has congestion today".)
That was the understanding I took from the internet search I conducted.
