Check out this video of Amaia Montero, and watch her mouth closely at the 4:13 mark when she sings:
"Y que me hace tan feliz."

My tongue definitely does not do that when I pronounce "hace". Is that just a Spain thing?

It must be a "Spain thing". In Latin America the "c" in "hacer" is pronounced similar to an "s". In parts of Spain (or so I understand) it is pronounced similar to the English "th".
I have, however, seen people's tongues move like that in Latin America when pronouncing a Spanish "d".
