I found this on a web forum elsewhere:
Tito: Well, "caile" comes from caer, we say "caile aqui" as in " ven donde mi," meaning, Come here. Ese es el idioma de la juventud. I go to Colombia, people say, "Caile, vamos a esta discoteca." Almost everything that comes from Puerto Rico, then goes to Colombia, Peru...all of our dictionary with our loquerias goes around the world.

I use it to ask someone to "come over" is sort of imperative but kind of a request in a familiar way.

Hard to guess since it makes no sense. Ven can be a command form of venir or the present tense of ver.
Come where my... or more likely if a question ¿Ven dónde mi....?
Do you all see where my.....?
Is there more to the sentence?
