The dictionary says it means homosexual, is this true?

Yes, it is a very offensive and derogatory word.

However, according to this poster on a website...

In Perú we use the word maricón all the time. Friends call other friends "maricón" for no reason. "Sissy"

I guess it ultimately depends on the audience and where you are, but...just don't say it.

This is generally understoon to be offensive, although I'm sure it depends on the audience.

Where I grew up it was certainly an offensive thing to call a guy. Usually a fight followed shortly thereafter.

It is quite an offensive word to say. It is a derogatory way of calling someone a homosexual. I don't want to write any bad words down, but I wouldn't recommend calling someone that.

The word Maricon is offensive but, it all depends on the context that is been used, and the tone in which is been used as well as the setting in which is been used, also you must consider the familiarity between the parties having the conversation.

In some Countries Maricon denotes someone who is afraid or a coward.
