Yes, that's a good translation.
A more poetic translation, such as you might find in the Bible, would be "on high."
El Señor mora en lo alto. = The Lord dwelleth on high.
Psalm 144:7:
"Envía tu mano desde lo alto; Redímeme, y sácame de las muchas aguas, ..."
"Send thine hand from above; rid me, and deliver me out of great waters, ..."
Most of the times I have heard this expression it has been in poetic sense, kind of like your sentence, so I thought I would give you a few examples.

One meaning is "on top of".
Una casa en lo alto de una cuesta - A house on the top of the hill.
In your example I suppose it could be used as "on top of the clouds".
