I know cortarse is to get a hair cut, but if I wanted to say that I cut someone's hair, the action is no longer reflexive really. Would I say Te corto el pelo?

You are correct about the verb no longer being reflexive, but your sentence is off. You could say, Lo corté el pelo.

Yes you would, but you wouldn't say te. Te refers to you or yours. To say I cut his hair would start with se corto.
