The meaning is as Julian indicated: essentially, to cook in water. Something dry and toasted is definitely not sancochado.

To me sancochar is mainly used when talking about meat. Instead of toasting meat you boil it since there's too much water in the pan. I've never heard sancochar with veggies, just meat
