The prefexis re-, rete- and requete- add emphasis as in 'very'.
Could be that...

They could be saying "wey, chulos" which "chulos" means "cool" and "wey" can mean "friend or buddy". ![]()

Important to say this is also slang, and if I understand and remember correctly, I believe it's used only in Mexico? ![]()

Fistly, the prefix re is not slang nor it is used only in México:
re-.
(Del lat. re-).
- (...). Con adjetivos o adverbios, puede reforzarse el valor de intensificación añadiendo a re- las sílabas -te o -quete. Retebueno. Requetebién.

So you could say:
Esto está rebueno, retebueno o requetebueno!!!
Secondly, chulo/chula is a mexicanism, and means pretty.
You could also say:
Cómo me queda?
Rebonito.
Retebonito.
Requetebonito.
