agua is a feminine word that uses el in the singular for better sound but is the adjective used masculine because of the ''el'' or feminine because of the ''agua'?

Agua is feminine, and the adjectives have to be feminine, so fría is correct. The only reason el is used is that feminine words that start with a stressed A use el in the singular, just to make the phrase easier to pronounce.

Agua is feminine, so use feminine adjectives. El agua is correct and so is las aquas. Im sure if you read the sample sentences in the dictionary you could find your answer. ¡Feliz Navidad!
