You can also say "Rubia," which is more proper, ie: you would never use "Güera" in identification documents, etc.

I had always heard the term "Whera" used. That is spelled phonetically and I don't know how to spell it in spanish but it is generally used to refer to a "white-mexican (f) " if that makes sense

As a kid in Tucson, AZ, I had many hispanic school mates. A few were light skinned, maybe even blond, and the nickname for them, given by fellow hispanics, was "Wedo/Weda." Everyone of them were best known by that Nick. I never saw it spelled out so the phonetic attempt may not be just right.
