The fastest way would be, as said above, to spend some time in a Spanish speaking country.
I hear Mexico has the "clearest" Spanish, less thick accented than Spain's and not as rapid fire as the rest of Latin America's.
Also, know that reading helps a lot!
You could start reading children's books, and then move up to regular novels. Or find a book published both in English and Spanish, and read both versions.
Music helps with listening, but TV gives you visual and audio input so you have more resources to gather meaning out of things, so maybe start watching Telenovelas. They're pretty bad, but hey.

The fastest way, on my part, is to join this forum, learn the lessons on this site by finishing its lesson courses one step at a time; listen to spanish musics, read, and be friends with spanish people on facebook or simply read their status. lol
Move to a Spanish speaking country and get a Spanish speaking boy/girlfriend.
Barring that, I'd suggest immersion courses, like Berlitz. They're amazingly effective.
