Just to be a bit clearer, i think it actually says 'you are not that (or so) ugly...but you don't believe it'
So it's not a mega compliment heh but every little counts i suppose

Surely it can't mean that. If someone said that to me, "your not that ugly", I would be very upset. The comments infers that you are indeed ugly, but not THAT ugly.

I think it is saying "You really aren't that plain (not as harsh a connotation as ugly), but you don't consider yourself to be [pretty]."
