remision de obligado cumplimiento

I'm having problems understanding the following sentence. It's a note of a notary public, where he states that the data given to him will remain protected and then I get lost. .....al estar amparados por el secreto del Protocolo, sin perjuicio de las remisiones de obligado cumplimiento impuestas por la normativa vigente.

remisión = remission, sentence

It is said according to all sentences that is necessary to fulfil. (they are imposed by law)
