Both sentences mean the same to me: I live here since 10 years ago.
Desde hace means that something has being happeing for a while: I started living here 10 years ago and I still do.
Hace (without que) means ago. If you say "Hace 10 años vivía aquí" means "I lived here 10 years ago" (that would be the difference in meanings).
However if you use "hace... que" means the same as "desde hace": I started doing it and I still do today.

I was going to say the same as Loa, I also found a reasonable thread about these expressions on WR, you might find it helpful.
I like the way llevar can be used to express the same meaning ie Llevo 10 años viviendo aquí.
