I am emailing and communicating with a man in Mexico regarding possible business. His signature has "Ing." before his name. Is this a title or designation of an advanced degree?

He is most likely an engineer. Ingeniero, abbreviated to Ing.

That is, he has at least a Bachelor's degree in engineering.
