I want to say " two weeks ago" Why not use "dos semanas pasada" instead of " hace dos semanas" Because the verb hacer means to do or to make?

Because that's just the way it is. I don't know grammatical reasons, but my Spanish speaking friends tell me "don't try to understand it literally".

You can say "hace dos semanas" and that is all you need for "two weeks ago"

If you say "dos semanas pasada" you're saying "two weeks past"
