In the sentence ´ A mi hermana le gusta el helado.´
A mi hermana is indirect object (also known as complemento indirecto). gusta is the verb, el helado is the direct object. And le is indirect object, also, because In Spanish you have double indirect object in special cases. There are a few threads about that.

These are the indirect object complements:
A mí/Me gusta..
A tí(vos)/Te gusta
A él/ella/Le gusta
A nosotros/Nos gusta
A vosotros(ustedes)/Os(les) gusta
A ellos/Les gusta
Now, you can't use the first options by their selves, for example, you can't say:
A mí gusta caminar
But you may say:
Me gusta caminar
So, if yo use the first options, then you must use the second ones:
A mí me gusta caminar
Now, let's see some of the examples you brought.
A mi hernana...
This one corresponds to the case: "A ella le gusta", in this case, "ella", is "mi hermana", so:
A mi hermana le gusta caminar/le gustan las plantas
While in this one: A José y a mí..., the person is "nosotros", in this case: "José y yo", so:
A José y a mí nos gusta caminar/nos gustan las plantas
