haber que - it is necessary that - hay que trabajar - one has to work, everyone has to work
tener que - to have to
yo tengo que trabajar- i have to work
tu tienes que trabajar - you have to work
etc
haber is the impersonal sense
tener is the personal sense

Hay que is like talking about the amount of things such as cars, shoes, ect. and tener que is talking about how old you are for instence you would say tengo que 28 anos. Which literally says i have 28 years. If you don't understand write back. I think this is correct but not 100% percent.
