How do you say "It is 20 degrees below zero"?

Is this correct?

Está veinte grados debajo de cero.

Hay veinte bajo cerogrin

My understanding from Paralee's video lessons is that when you are talking about the weather condtions as directly experienced by the speaker you would say:

Estamos a veinte grados bajo zero

but if you are just talking about the weather in a different part of the world where you are not actually present, you would say:

Está a veinte grados bajo zero

o

Hay veinte (grados) bajo zero
