La television digital permite la mejor difusion de los servicios televisados. Y al poder contar con una guia electronica de programas, quedaran innecesarias, incluso, las actuales revistas en papel, y la busqueda de informacion sera mas sencilla y rapida.
Lo que no entiendo es "Y al poder contar con....".¿Qué es la gramática en relación con la frase?

As dandi has pointed out "al" in front of an infinitive can translate as on or upon and the infinative can assume the gerund in the translation.
al ver a mi amiga, le grité a ella - on seeing my friend, I shouted to her.
To count on something is to contar con algo. "¡Cuenta conmigo! Te lo arreglaré."
That phrase reads "and upon being able to count on.."
Digital TV allows the best broadcasting of televised services. and the power to count on an electronic programme guide. paper magazines will even be unnecessary and searching for information will be much simpler and quicker.
I agree with Dandi and Eddy on the "al + inifinitive" construction. You might even be able to translate it as "now that we can count on a digital guide...".
