It's not a typo, it's intentionally bad grammar. It's a common thing to hear especially from reggaetoneros. Something like, "What's up?," "What it be like?," or "What's happening?:

looks like a typo to me. If it were just "que hay" it would be saying "what is there". But even then it doesnt make much sense unless its used in a different context like i n a greeting. If I walked up to you and said "Que hay" it would be like me saying "what's up" another way of saying that would be "Que de tu vida" or "Que hay de tu vida".
