past descriptives?

I'm unsure how to describe a quality or state of being in the past tense. Example: El artista estaba/ fue inspirado por las montañas.... The artist was inspired by the mountains.

I believe it is FUE here because it is the passive voice rather than saying, actively, "Las montañas me inspiran"

However, I think in Spanish it is more common to speak in the active voice.
