HI vit...sorry, I guess you could use the first...but then this is more common:

Va a llegar tarde.

"Ella es atrasada" sounds like she is slow mentally.

I'd stay with tarde. Atrasada comes across a "behind".

Ella está atrasada (that got me wonding if they use "she is late" in the same context that we do in English concerning menstrual cycles.)

Ella va a llegar atrasada.

The fact that she was late was beyond her control and had nothing to do with her mental capacities
