What are you using for a web browser?
If not IE, switch to IE and try it the way you were doing it with the Spanish keyboard. I bet it will work.
I use Chrome, but the keyboard won't give the special characters in the recall section. I have to use IE for that.
On my English keyboard the ¿ is the same key as the shift [=/+] key when I put it in Spanish mode.
When I am in recall mode I just copy a ¿ with ctrl-c then when I need to type it, I use ctrl-v
