Please tell me how "hay que" is translated to mean "someone has to" if "hay" means "there is" and "que" means "that".

It's just one of those expressions you have to learn to live with.

Tengo que estudiar = I have to study

Tienes que estudiar = you have to study

Hay que estudiar = One must study (to get good grades, to learn Spanish, etc.)

Well, it really means: someone has to...but it often indicates that you have to ....jeje

I mean when a woman says to her husband:

Hay que cortar el cesped.

what she means is: YOU have to mow the grasswink
