Is this correct for "I change my mind when circumstances change."

Cambio mi de idea cuando circunstancias cambian.

cambiar de opinión

So, I guess it could also be "Cambio de opinión cuando las circunstancias cambian."

Doesn't cambiar have to be subjunctive? I'm asking because I really don't know.
