The correct answer is that it means both. The preterit or past tense of both the verbs "ir" to go, and "ser" to be, is identical in all 1st, 2nd, and 3rd person singular and plural conjugations.

Don't be alarmed or disheartened by this. You will know from the rest of what is said or written (i.e. from the context in which they are used) which of the verbs and which of the meanings is correct.

As far as I know it can mean both.

The verbs Ir and Ser both take the form "fue" in the 3rd person in the preterite tense.
