My first guess would also be your 2nd question. But then I thought about it more.

It seems you are talking about 'Governmental Regulation' such as regulating certain industries. If that is true, then in your question I don't think it should be a plural. Your asking about it as an entity, as a whole. So what about this idea:

¿Cuáles son las diferencias entre estos dos tipos de la regulación gubernamental?

(...but then again, I may have over analyzed it. wink)

Hola Roberto: Me inclino por la primera.

Razonamiento: De hecho lo considero una unidad, ya que lo podemos sustituir por esto.

dos tipos de "esto" , y esto sería : regulación gubernamental.

Although I have been mistaken on multiple ocassions, I believe you would go with number 2. Only because if there are two types of government regulations then you would need to make that part of the sentence plural as well. I am sure the gurus will weigh in on this soon!!
