I'm unsure about the meaning of the phrase "a la congerie del pueblo."

The entire sentence: "Tal proceder de la Corte Suprema es altamente ofensive infundiendo gran disatisfaccion a la congerie del pueblo." Does that last phrase, "a la congerie del pueblo," mean "groups of the people," or is the sense closer to "the mass of the people"?

Such conduct of the Supreme Court is highly offensive ("ofensivo"?) filling the masses with dissatisfaction.

It seems to mean "masses of (the people) de the village, according to the Translation feature on this site.

Your first intuitive translation was a good one.

The word is likely a second cousin to "congregation" in English.
