As you can see from the definition above the volume and emphasis with which you say the sentence can make the difference between an exclamation and a declaration or comment.

I could definitely state:

"Take her home now" without exclaiming it. Since we can't hear the statement we can't answer with any certainty. That is precisely why exclamation marks are used; so that we can know without hearing the sentence.
