This would be similar to "How are you doing?" It's probably not the most common greeting, though.
Check out the definition of tal in SpanishDict and you'll see that ¿qué tal…? is another way to say 'How...?'

"¿Qué tal?" means What's up?
¿Cómo estás? means How are you?
So, you sentence looks like a combination of the two phrases.
