I believe that the "Realidades" program is highly thought of, especially for the first 2 levels. Basically, any program is as good as the instructor - if the instructor is skilled, s/he can take a terrible program and make it work; if the instructor is mediocre, a highly rated program can turn into a boring experience.
I have tried several programs and I've spent quite a bit of money. I have also worked through my kids' "Paso a Paso" books. However, I've found that the videos on this site, along with some of its other features, have really been more helpful than anything else.

Coffee Break Spanish Podcasts have helped me develop my spanish. I started listening to them when I first started learning spanish. They´re free to listen to.

Michel Thomas has a good course for relatively cheap that teaches you the basics of conjugation etc...
I used Paso a Paso when I was in high school, and I liked it a lot.
