When is the appropriate time to use seguir, continuar?

For my Spanish paper, I want to say that "...countries continue to have food shortages...".

Is there a more appropriate verb given the context? As it stands, I've written "...países seguien tener una escasez de alimentos..."

I chose to go with seguir for no particular reason, perhaps someone can enlighten me...

siguen teniendo escasez de alimentos

continúan teniendo .....

NO article, you can use either verb.
